I didn't care about the 27$, I opened the scam report and contacted mods (before opening the report) because of the possibily of him being hacked. All that "frends paypal","I come back after 15 min, okay (and then not responding for an hour)" made me suspicious.
I wanted to prevent other people from losing their money. Now tell me am I wrong about opening that report? (We all saw what happend to @Sorano)
