As we currently have the ban page, I think it'd be great to have also a page which functions as a public shame page. For example, if someone scams, that person can be put up on the shame page with all details.

Isn't ban-list used for that?
Ban list is primitive and full with leechers. A public shame page would be better for people who scam/try selling their account/carding and so on. Similar though.

What if person will want to refund after some time and come back? Bad idea imo.

Yes it encourages leaking personal information, but only for those on the public shame page. 
What if person will want to refund after some time and come back? Bad idea imo.
If you rob a store IRL, you get caught and you want to refund the owner, do you still go to jail or do you stay free?
You'll go to jail.

Great idea maybe with his detailes like Discord or Skype.. And if he renamed his other names so that he is known and cant scam other people
