None of what you’re saying changes the fact that there was no agreement, anywhere, about him paying you the hotel fee on top of the fee you paid for the booking. It would be ridiculous for anyone to offer such a thing. He earns by doing the booking and if anything, he doesn’t make anything if you happen to be charged by the hotel.

He should not have to pay a cent over what you paid him for the booking fee.
