If you were willing to give him a refund due to this problem, this would have been your first response when he created the report.
However, it's clear your intention is to ''defend'' yourself by saying this is not refund-worthy when in reality, you are asking him to expose himself to the company he's virtually scamming.
You can refund him, and then state to every future buyer that identity verification is mandatory to the company and they might ask for the ID or a video.
Yes, sure if he had asked me a refund on discord that would be something else but since he opened a scam report I have to defend my self as I'm doubting that Timo told him to do that.
