What you are saying is completely circumstancial.
If you were willing to give him a refund due to this problem, this would have been your first response when he created the report.
However, it's clear your intention is to ''defend'' yourself by saying this is not refund-worthy when in reality, you are asking him to expose himself to the company he's virtually scamming.

You can refund him, and then state to every future buyer that identity verification is mandatory to the company and they might ask for the ID or a video.

Yes, sure if he had asked me a refund on discord that would be something else but since he opened a scam report I have to defend my self as I'm doubting that Timo told him to do that. And @Lucas you are aware of the problem he caused to me so he's stalking me everywhere and turning people against me as he admitted earlier that it has become personal to him

He is a really sick person

@Lucas this guy himself contacted the company wether he can bypass the ID verification by another type of verification and they said yes to him
Proof: luckily he sent me the email he got from them

@lucas actually, here is what really happens, as I explained **** do not store the IDs. **** had recently partnered with a company called 'Persona'. so when you submit your first product for verification a pop up will appear saying that you have to verify your ID. So this 'Persona' company check if the name in the ID matches the one on **** or not. if it is yes then they confirm that to ***** and ***** in return verify your account and the 'Persona' company's job is done and no ID will be stored or used for future opertaion. Now, after that, simply you go back and change your name to a fake one and we're ready to go. That's it!
And I have explained this to everyone in the private server!
