can you call and increase the selling limits? eg. on my account
You can do that for yourself. Just call them and tell them that you want to increase selling limits, in 90%+ cases they will do it.
You don't have to use same phone number as you have on your eBay profile.

1. Yeah I'm posting this for people who simply don't want to call up themselves (multitude of reasons)
2. I can try, if your account has good stats shouldn't be hard.
3. Small fee for a simple service.
If u have the tracking (order is confirmed as delivered) and the payment is still pending then u can just go to PayPal live chat and give them the transaction ID. Once the see order was delivered they release funds. Ive done this many times before

Alright I tried Paypal recently for my own account and business and they said they couldn't do anything on their side.
Only Ebay was prepared to release the funds for some pending orders I had.
As for Paypal live chat, never tried any of that I just called today and sorted myself out.
If there's people who need me to make a call then I'm avaliable.
My orders were on Ebay hold due to low seller feedback, that's the target market here.
