You offered the forms in exchange for a task, (he had to provide you with proof charge 3 is possible recently) and when he did you completely ditched the deal and decided your words are not valid because you made the deal using a USA VPN and by the regulations of the US Legal system you are not obliged to fulfil your part of a deal when you've not arranged a price in $ when this was a trade (barter).
