Can I buy a pre-loaded debit card at a store. Loaded with money and rent a game at a Redbox and never return the game, without getting a fee since it’s not my real debit card ?

No they stopped allowing pre paid card to be used because of this method. You could try and use Privacy.com and create a VCC that has a limit of $1.

I heard this only works with movies now but I'm not sure how much truth there is to this.
You can always get the game by telling them you got a photocopied disc with the bar code this is a common scam they will refund you but you also have a high chance of actually getting a photocopied disc because this is such a common scam.
