Idk any programs offhand, but coding one is fairly easy. Just gather smtp info of targeted domains and then process the connection in whatever language/library you want. If you don't want to do that, you can always break into a webserver and use a web mailing script.

 

An interesting read and understanding of spam can be found in the book: Spammer X: Inside the Spam Cartel

^ I really like this book, it gives an interesting battle between spam, filters, and the law.

 

Depending how you want to do your spam, you'll want to at least understand canSpam and filters. Lots of ways to mail, figuring out your methods to hit the inbox is up to you.

Should the emails I send from be PVA? Anything else I gotta watch out for?

 

Also, I don't quite understand the legality of spam. Sometimes it says it's illegal, sometimes it says it's illegal. If it's illegal, what are the repercussion for an individual? I'm in the EU.

So I can't give you any legal advice, but I would google "EU Spam Laws" or "EU Email Marketing Laws". This article has some pretty good starting information:
