It looks like its made with C++, The creator of it (The guy who uploaded the YouTube video) said this in the comments: "not up for download yet. But it will be. Currently in process of making a new website and looking for a better host since my current one sucks. Subscribe to stay up to date. I will post a video when I got everything up and running.", Personally, I am new to coding and programming, So I recommend you to wait until he publishes it.
