he has sent  the payment to a wrong wallet  (to an unknown paypal user) due paypal bug

What you did is simply wrong, you have to send the LTC to the address given, paypal is wrong and gave you a contact instead of the option to send to an external address. 

https://www.paypal-c...of/td-p/3116112 (linked by @buyaccpremium as well) shows that not only is this a thing, but others are having the exact same issue as you. 

 

Just as common sense response, when you search for the address and it gives you the address of a real person, saying ''people on paypal'' you should automatically have realized this is not the address. coinbase generates a new address for every single transaction that is made, and they are never used more than once. This means that it's impossible that somebody on paypal owns that address. 

This error is 100% on paypal's end (and therefore on your end) and not in the slightest related to the seller.

 

I'm sorry for your loss but this is not paid and therefore an invalid report.

Just as a side note, I recommend you don't use Paypal to send cryptocurrency or store cryptocurrency. This issue you had proves they are clearly not responsible enough to ensure correct usage of funds, this would never happen on a proper wallet or exchange. This is a result of lack of knowledge on your end, and lack of functionality on paypal's end.
