What do you classify as "bullying greys"? You gotta know users like to joke around with the concept of greys, but there is no bullying going on. The shout box is for chit chat and joking around. This can be towards grey users, but also certain item holders etc. just for fun.
However, if you can give me solid examples of bullying, then let us know.

I mean, if you're being active and nice, I personally see no reason to 'bully' you.
Being HQ and grey is rare, but it exists. You're probably an example of that btw.
