Remove the like limit for plebs - Yes and No, nonetheless the limit should be increased by at least 8-15 likes daily.
Emojis in Threads Title - I agree with that, it doesn't hurt adding emojis to our thread titles tbh.
New Username Items - Yes, I agree.
Usless Sections/Old content - Yes, but at the same time those old threads still gather some SEO traffic.

Reputation Limiting - Yes, I agree. And if accepted, showing given reputation logs would also be helpful to identify rep4rep.
User Profile / SCAM Awareness - I agree, +1.
Shoutbox Highlighting - YES YES!
Nulled Theme - We(nova ug owners) have a Custom Css option to change the css stylesheet as desired. But having periodic theme changes as for events etc would indeed slightly give life back to nulled.
Welcome message to new Member - Would indeed be a great option to consider, per example a PRIVATE Messge from @Oxide explaining everything we need to know about nulled(leeching system, rules, helpdocs links etc)
