So what's the chance of getting banned if you find an account with a saved paypal in it and start gifting? Does permabanning it reduce the chance of being found?

99%, even if you get it permabanned, they can just chargeback with their bank. I used to do this all the time, but every dummy account I ever used to receive the gifts were banned in like 3 days even after I permabanned the stolen acc.
