Since the final output from a crypter is an executable stub that, at a minimum, performs decompression and decryption of the "payload," and sometimes injects the payload into another process, languages like C or C++ or ASM that produces system native binaries, are more efficient for the task due to their smaller footprint.

 

In my opinion, while other languages like Python are great, for crypter development they are a bit clunky.
