it depends on how much money is involved but normally yes it means that it could be a potential scam, sometimes if the value is low then the sellers wont bother to use MM for obvious reasons.

If you pay the MM fee and he still refuse, it's obviously a red flag.

Like Nivea stated , many refuse using mm in small transactions, and tbh its totally normal , but if the exchange cost is high and they still refuse using a mm in the first transaction, just block them , its 100% a scam.

The mm is def the safest way to go. If they refuse you got to wonder why they'd refuse and that is def a red flag. If you decide to go through with it regardless take ss of everything to make sure you nail them down in scam report if it should come to that.
