Footlocker is easy to hit in EU with a fresh account.
1. Register.
2. Log in and browse their website, add and remove some items to your cart.
3. Let your cart brew for at least 1 day.
4. Order.
5. Once you receive the items wait for a few hours.
6. Livechat claiming PEB. If they ask, say that the box wasn't damaged, didn't look suspicious. If they ask if the box felt suspiciously light, tell them you're not sure because you don't know how much the products weigh (example: I'm not sure because I don't know how much the shoes are supposed to weigh). If they offer a replacement, tell them that you need the products soon for X event/ work-related thing (example: how long would the replacement take to arrive? because I need the shoes for my niece's birthday which is in 2 days).
7. Refund after 1-2 weeks investigation + signing form.
8. Return items you don't want either online or in a physical store.
It works even if you the items come in different boxes/ packages in different days, just make sure that it looks reasonable (ie don't claim PEB on all the boxes).
