Send the documents requested and if the balance is taken from you or anything happens to your account it will be on him.

 

For what I've seen so far, I don't think he'd be willing to send me the funds so I'd much rather keep my account frozen, than to unlock the account, having negative balance and him not paying which could potentially result in Venmo taking it from my bank maybe?.

 

So I'd feel much safer if I had the funds first, before unlocking it (I'd obviously refund them if Venmo doesn't ask for the funds)

I don’t see the point in doing that, the balance is the same frozen or unfrozen, if you unfreeze it, and the balance is not there, it means that it was taken out already. If you unfreeze it and the balance is there you just made him waste money sending it to you “just in case”.
Unfreeze your account, which is the only way to know whether the balance is reversed or stayed on your account, and we will go from there. Otherwise, i can hold the funds but if the balance is there you will have to pay both transactions (from him to me, and from me back to him)

Then its the same as the current state of the situation, you are left with no funds and nothing can be done about it, if you dont try to get it unlocked, we will never know if the funds were reversed and thus making our assumptions pointless.

Once its unlocked you will know whether the funds are there or not. If they were reversed, its the same as if you hadnt unlocked your account. They would want (or not) to take the funds from your bank. Regardless of the state of your account.
