Seeing as the account deactivation was due to matching address for the seller, the seller is fully responsible for the account being locked and must refund the money. Just FYI, account deactivation due to multiple accounts can be because of the address used upon login, and also because of the address used when paying. But as OP didn't have a previous account on reship, it looks like the address that was matching is the one used upon account creation. Please come to an agreement regarding this, as it's quite some money, you can discuss it privately and add me to the chat or simply arrange something here.
