You can get tracked by many things, not just your IP address. I don't use PayPal tho so I don't know.

Dual boot or clean install any Linux distro you like, get Mullvad VPN, install Firefox, install Ublock Origin, Privacy Badger and Cookie AutoDelete, all open source, set Firefox to never remeber history and chill.

oh man,i feel stupid now xD,i mean i didn't understand a bit,i use windows tho,so lets say:i unistall and re-install firefox,and i install cookie autodelete,and set firefox to never remember history,will this work?do i have to use a vpn even if i got a new ip?
