Had a similar situation, and I've talked to Customer Support multiple times with no success, they aren't able to give you even a reason. Your only chance is to appeal the decision, which in my case did not work.
From my understanding this happens because of a certain payment that they flagged as suspicious and you are in on it, or your PayPal account got multiple reports from other users through Customer Support.
