Man, I am managing 3 paypal accounts with like 1000$ in transactions, didn't get limited on all three of them and it's been like 6 months now.
Yeah, there's difference between aged accounts and new accounts pal. And $1000 in 6months is nothing.

talking about 1k 1-2 weeks, some of the accounts are < 3 weeks old, one is like 2-3 months old and the older is 6months in case you wanna know
I would suggest you not to withdraw every day, do it ever 2 weeks or whenever you actually need the money.
Never withdraw all of it (don't stay on 0 on your account)
Basically, you can withdraw almost unlimited amounts, PayPal doesn't really care about that, they care about how and when you get the money. If you get enormous amounts same day you make the account, it'll raise red flag.
Build up your account, get daily/weekly transactions, don't receive a lot of money on the same day/week/month you make an account. Just behave like regular person that is using PayPal for the first time in their life
I would suggest you to read these guides (few times):
They're really good. Even though its eBay + PayPal related, you will learn a lot from it just by reading it. Take a look at it
