I personally don't play cs:go anymore, but now that it's free it made me wonder... do they hwid/ip ban? Cuz if not you could just keep creating steam accounts

No, because both of those are completely pointless and useless.
An IP can be changed within seconds, and some IP's are shared and would effectively ban innocent users. HWID bans are useless because you can spoof your HWID (as well as mask your IP anyway).
Adding them would do more possible harm than good.
ie - someone buys used hardware that's banned, or uses an IP that's banned, etc.
