maybe like on unknowncheats somebody that checks if a file is infected and after that it gets downloadable. so it isnt as LQ Content anymore. Or maybe a general thing so you get credits for achievements like getting 1k posts or getting 100 likes or sth.
Thats another possibility, too.

I'm sorry but I don't like your idea.
People will start spamming the forums, they will literally repost as much as they can.
They will post LQ content and plebs upvote LQ content too.
Nulled will eventually die because there will be 0 quality content left
