I purchased one and tried SEing over the phone. The google rep said they were unable to verify the IMEI and to contact where the phone was purchased from. I am somewhat experienced and honestly it all seems like a ploy to get people to buy IMEIs. What's worse is that I happen to receive IMEIs that the google rep said were not verifiable by them. Save your money is my advise.
The country was not the issue and the rep was ready to place a replacement order, but it was stopped by the IMEI numbers I gave.
