In the IT field, reverse has many uses:
- It can be used to understand in detail how software works,
- Improve the security and quality of software (fault finding, study of a virus to eradicate it,...),
- Allow to bypass software protections (license number, etc...),
- Reproduce the behavior of software beyond the DRMs and restrictions of proprietary software.

The simplest answer is it's the practice of taking something that is already constructed and determining how it might be constructed again. So, in the case of software this means figuring out the code that compiles into the software. For hardware, determining what components and firmware make up the device. What @0x4 wrote is definitely applicable to the goals of reverse engineering.
