Do you know if there is anything ... A bot, application for instagram that:
FOR EXAMPLE: I have a list of 1000 instagram accounts with my name and password and I create a new instagram account. And I put the name in my account there in the bot and the bot will log in automatically to that list of accounts 1000 accounts) and automatically give it to my account that I put in the bot .. (the new one) ..
instagram auto follow with my list account user:pass

I'm using ninjagram but it's not what I'm looking for, I'm looking for a program to get my accounts and give me automatically follow or like what pictures they want (I have a list of 100 accounts that I have access to and give me automatically follow or like what picture I want)

You could easily make a bot that does what you're looking for using Java, made one recently and works like a charm.

I mean there is an open bullet config that follows insta pages and sure comments would not be that hard it would just need you to feed the content ID
