If you want to refund half then he doesn't have to send you the account back.
And to respond to your last message: If you advertise a product as 18k BE and then when its purchased it has 2k, it's clear there's an issue there. Don't advertise the product as such and there won't be misunderstandings like this one.
Looking at your shop you have several accounts marked as ''xx total BE". Are you saying those accounts are not guaranteed to have that BE?
