Of course I can, but that would waste a lot of time: I refund, i message them constantly to pay, they don't. I contact back, cancel refund. Open Scam report, call police. Too much of a hassle and I don't want to do any of this unless absolutely necessary like chargebackers/scammers. Would be a lot easier if I get paid, and in the small chance I fail, I can refund with a single button right? Many other refunders don't accept payment upfront, go to them but that's just because they aren't confident if they will succeed or not.

I don't agree with your last point about other refunders. People who are new to refunding can be skeptical about it and paying after a refund confirmation makes sense. So because they accept payment after refund confirmation that means they aren't confident they can refund? Don't agree with that at all.

Doesn't look like you're new to refunding so... your point? This is my policy and believe that I should be paid upfront for my service. But like I said, if you don't feel comfortable with my service, just use the other refunders who don't accept payment upfront then right?
