I have the same issue. I sold an account for 5 cents and paypal took all the money. I raised it to 60 cents and I barely got a penny. Then got limited
Edit: I hope theirs a bypass to these limitations

You don't get limited for just selling cracked accounts. Someone has to report you or chargeback. Of course you can get limited from just selling cracked accounts but the chance is low that you do get limited without someone reporting you or chargingback.
