Cheat engine will be your go-to for cheat development since it's a fantastic tool for pulling all your memory addresses, pointers, and whatever other fancy info you might need.
To supplement, read Nick Cano's book on game hacking/bot development. Probably the absolute best guide in the world for doing just that.
For the actual development part, you'll likely need to be modifying memory, so a language that has decent support for doing that will be preferential. C++ is most people's go-to for that, but languages like C or ASM can work too, if you don't mind doing a bit of extra work.
As far as modifying game files and evading anti-cheats goes, you'll probably need to know ASM at some level, just to understand what's going on when you debug a game. For actually modifying files (think cracking game files) then some knowledge for bytecode will be needed (but not really essential to the rest of the whole shebang.) Debugging is a pretty big part of making game cheats, so yeah, know some ASM before diving into everything.
Sounds hard? You're right. It takes a lot of time to get even remotely proficient in these things. But it's definitely possible, so don't just give up after hearing that.

if you are planning to create plugins and whatnot for minecraft, you would need to learn java. it may take a while to get the hang of it, but it'll be worth it.

Yes, for Minecraft, you would have to learn Java. You can learn Java on the SoloLearn website. But Cheat Engine isn't coding. You can hack games using Cheat Engine if you know what you're doing though.

Best way to learn is to sit down and figure out what you want to do.
Let's say it's developing a minecraft plugin. Figure out what you need to achieve this.
First you probably need to learn some Java, but you can learn along the way.
Start by looking up some simple tutorials so you get the grasp, and set some goals.
ie. just a simple plugin for minecraft, and figure out how to make that work, then proceed to something more complicated.
Set small goals, learn and code those goals and expand.
