If he needs the proxies for a brute on the site, he can find them by downloading free proxies from many different sites, then checking them in a proxy checker which shows country - sort them by country and then just copy paste the ones from Japan? 
But still, as far as I understood, he only needs to access the site

if i use free proxy or bad proxy i will be banned by nike bcz nike japan not allow bad proxy or google proxy so i need private proxy and so fresh
