first let me ask what purpose you want to block proxies? is it for security? do want to detect and block traffic from proxy or log that proxy was used? there are IP reputation checkers that exists, like the thing TheHackerDK mentioned. only thing is you make request each time a new ip visit your php site and can slow stuff down if you get  lot of traffic.
