Basically, Above or just under the Shoutbox you would have a window that would show tips or information based on where the user is. For example, lets say they are in Marketplace, put common rules for marketplace there, for example, why they cant view/respond e.t.c (post count)
Or if they are in Leaks tab, explain same general thing.
It would also be a good place to advertise Upgrades.

You have the general Idea, but I dont mean have it as a popup, have it as a static div above the shoutbox that explains stuff based on where they are (Show an X button that stores cookie to remember). No OK button or popups.
