You could change server and name but League Of Legend can still access all of these infos.

So I guess the only way is getting inactive account, but I am still learning all tutos in here so I'll let someone else answer to you.

not exactly luck if he bought rp and skins also gifted someone and remembers the information he will easily getit back but if he didnt buy any skins it should be hard for him buy anyways the acc can be indefinitely banned if he sends riot support a request and only person with the information about the account can get it back also 1 more thing the acc has 3 refunds u should use them and remember what u used them on u could possibly get the account back if he claims it with the refunds theres some more stuff but im 2 lazy 2 type more Lol
