If they -repped you cause of a scam attempt and they get banned for leeching or whatever it should not get deleted

This has already been suggested, and it won't be implemented. Special cases are still handled privately, but all banned members -rep won't be removed. In any case, all rep from banned members would, not only negative. If you feel some -rep you have should be removed please pm a staff member and we will deal with it accordingly.
