No access to shoutbox

I seem to have no access to the shoutbox whilst I fill the requirements to access it. I also asked a mod if I am banned and he responded no. So am I banned or is there something else that I am not aware that I have to do to have access to it?

i think it's having a massive bug with this new auth system and some users are having the same problem, i think all we can do is wait till they auth you manually

Yesterday i had this problem too but I restarted computer and now all seems ok

I knew there were restrictions but I didn't know that it was 2 weeks. thanks
