I won't deal with anybody will low reputation, deal will be done with Lucas.  I need a League of Legends related software with exploits, if the dev is good, i will pay for everthing that u will find in Riot code (budget will be scaled up).

I am not a coding dev, but I do know a LOT of devs who have already worked on League of Legends exploits, people who have established platforms too.
I can try to outsource a developer for you, but let me tell you, if you're looking for one that actually has experience with the source code and one that has experience having made fully functioning paid platforms for tens of thousands of users, that budget won't be enough.

Regardless, I do hope you find someone within your budget.
