How to learn another language efficiently enough to use the internet?

I'm would imagine there is an entire new side of the internet quite literally if you just speak another language or have different geo location settings in your browser fingerprints for some reason and when you Google websites it brings up an entire new selection of stuff to pick from. What I'm trying to navigate is how can I learn a language proficiently enough to guesstimate my way through simple information concerning accounts or names and websites? I wont hope to necessarily speak the language but I do understand the time and effort going into a language and don't ask for a shortcut but is Rosetta Stone the best way or take notes off what Google Translate gives me and study a particular language that route? 

 

For instance Portuguese would Spanish or some other dialect that could be similar be the best route just in terms if I needed to familiarize myself with the written language?

I was using a community languages mobile app while ago it was called "travel languages" I think

i use duolingo to learn russian

apps are good, im using 2 apps for it

Make sure to go the extra mile with it as well so you can use it and not lose it.

EX: Reading key words w/ sentences every morning of basic things you want to know and memorize on cards.
