Hello! So today my PayPal got limited and since PayPal is really important for me I've decided to make a new one, now my question is, would I be able to use it to deposit money to my bank like I normally do? (either linking debit card or via IBAN) or are they blacklisted and it and I simply can never use my bank on PayPal anymore?

You wouldn't able to link your debit card to the new account, and I think the same goes for your bank (although I didn't try it). Using the same ID number or IP will get the new account limited as well (around 10 days).

Sucks, I guess there's no way around transferring funds from my PayPal to my bank, I'll try linking my bank account and not the debit card, maybe that wouldn't be flagged instantly but yea sucks tbh

If you're talking about the locked account then yea, if you didn't have a VISA card or a bank account linked, I have no idea how you can withdraw your money.
As for your new account I just ask my bank for a new card.
