Doesnt matter if he had a test or not. Due to governmental stupidity this virus not going anywhere any time soon.
Why should the population be always held accountable for the Government's stupidity. If they took proper actions in the beginning, they could have nulled it before it mutated.

I think that if everyone vaccinates him/herself, and if everyone uses common sense, this virus will be gone quicker than when people have COVID and use fake tests to go to clubs
