Question about PayPal Country and Status. Show me the downside

Does the country matter if the PayPal has full features including the ability to use PayPal balance ?

 

Status of PayPal : Fully verified (as in docs are already approved) not bank linked. proof ID and address.

 

problem is no bank or cc to withdraw but having balance is enough no ? It can be used to send the current balance to another PayPal as F&F so please show me the downside that I'm not able to see?

If I've added cc it's good to go? I've contacted a PayPal and they said that I can use my balance to send money to family and friends or to shop online. I just wanna know if this is a good product for sellers who are using PayPal and still get limited and being asked for docs. I thought docs already approved accounts might solve their problem.
