He asked for RP accounts and you told him the amount of RP. That was the base of your transaction. Nowhere was it mentioned that RP amount was random and that you were selling just the accounts without considering RP amounts within. Don't try to twist what happened because I've read the chatlog and it was always mentioned by him and by you that this deal was about the RP within the accounts and not the account itself.
As for the refund, he should be refunded anyway, your argument is that you can get away with a scam when your customer loses a dispute on paypal against you when you were unresponsive or unwilling to provide a refund or a replacement and kept telling him to ''wait for restock'' like you dont know when or if you will be able to refund or replace. Your logic is wrong. You should have refunded him right away to avoid any further conflicts and disputes but you decided to stall and make him wait indefinitely.
And as I said the amount you wanted to refund is not the amount he should be refunded, he should be refunded the % of RP that account held regardless of how much you priced the accounts at. The accounts were sold on the basis of the RP contents and not ''as accounts only''.
