Say I SE'd / refunded an iPhone from an online store (amazon/apple/etc.) do they blacklist the iPhone and deactivate it?

they can do it but i didn't see it happened before,
if the iPhone stolen from 3rd party store < which did happened in the past they deactivated them
so pretty much if they caught you they will

Get an Unlocked one & hold off on using it, or use a fake Icloud while doing the refund (You can't delete the Find My Iphone App and they could track that). Then Log into your normal Icloud and go from there.
Do not use ANY ((Public)) method verbatim.
