If you have no specific evidence of him rage hacking or doing anything against the game that would explicitly perma ban him then I think a refund is fair.

we already freezed timer of his key and developer is looking into it if the cheat is actually detected , when developer updates the cheat I'm gonna give him new account

 

because when he bought the cheat he was playing the game so he run the loader while game is running without reading the instructions that might get him banned that quickly I'll let you know how it goes

After restarting my computer i injected the cheat before starting the game as per his HOW TO LAUNCH GUIDE and played 5 games and got instantly banned. 
He cant accept that his cheat is just shitty. lol
