Nope if you don´t live in germany there is no way of getting the card. Especially since you have to show the courier your ID which must match with the data you provided them with. 

I can't understand (how then the guys from this forum do and have Dhl lockers? Do they register on their passport?

A year ago or so DHL didn´t require an ID. You just signed up, entered your name and address and got it send over via mail. Easy as that. That´s how I own 2 cards on different names and addy´s myself and others do. The thing is, when DHL required ID in order to get the Card etc... they never asked for an ID of those who already own a Card. So you basically just had to sign up from the beginning before all the fraud started and can use your card now until they close the service.

for example, I am a USA citizen. I can, after all, rent a hotel room in Berlin and register myself in Dhl and wait for the courier to arrive and bring me my card and check my passport
