Won't they just wait for DHL investigation?
Most companies set up a few days of waiting time. When talking to them, reinforce that you're really sad with this situation and that even though you know it's the courier's fault and not the company, you still need a solution for your fully paid order and time wasted. Tell them that you too want to hear the courier's side, but need to get this resolved ASAP and cannot afford to wait for both sides to comunicate.

You could say that your cable broke and since they suggest you to use an original oneplus cable, you ordered one from their site. Prob. add that you don´t have any other cables that fit or are trustworthy and since you need to charge your phone you just can´t wait for DHL to reply. If they tell ya to just buy a new one and wait for them to discuss everything with DHL, just say you are living on a really tight budget rn because of the virus, so you can´t afford to buy a second one.
