I was doing a trade in the dms and tried to haggle a little (a little slimy) and I ended up giving up and going with the original trade deal. But once I rep the guy he gets his friends to mass negative rep me and dislike my posts. They even went as far as making a new account and commenting scammer.
Is this allowed?

it's not allowed, contact a mod they will remove your -rep they gave to you.

As already stated above it's not allowed, clearly a violation to #19 rule:
"19 Downvoting a member more than 3 times within 24h with no proper reason (Personally disliking him doesn't count) is considered reputation-abuse and a warning will be given to the users that abused this."
