As title, am I still allowed to say that I never received the parcel, or should I go for the police report route and say that the parcel was stolen when trying to get a refund?

Thats not SE question but a refunding one. Back to the original question , Yes you can. But not with DNA. Go with EB

if the item is small aka under like $1000, then you could literally say empty box or did not arrive. I wouldn't really recommend doing did not arrive though if you signed with your real name. Amazon legit takes pictures every time an item arrives where I live and did not arrive has never failed for me.
