Halving low fees means miners priortising those who willing to pay more :/
hopefully picks up soon.

In terms of, if there's 1000 miners and 2000 transactions, all paying different amounts of $ for the fee
The miners would logically want to mine/confirm the networks top transactions first, thus meanign those with a lower fee payout to the miner is going to be less priortised as their getting paid less.
