You need a certain amount of posts not sure the exact amount, or maybe upgrading may bypass the requirements. Not entirely sure.

You probably can just make a few posts in for example an discussion and then (after 150, i think), you can host your giveaway.

otherwise you can just post the thing you want to giveaway in the certain section, so that the first one is gonna get it.
